Sedangkan arus informasi terus berkembang dan menuju pada dunia digitalisasi. Keterbatasan masyarakat dalam mengakses informasi tersebut karena masih mahalnya perangkat teknologi informasi dan tidak pahamnya masyarakat bagaimana cara menggunakan teknologi itu sendiri, sehingga diperlukan suatu program agar teknologi informasi dapat diakses oleh semua lapisan masyarakat tanpa adanya diskriminasi.
